The “2+26” cities will implement special emission limits for air pollutants.

The Ministry of Environmental Protection recently issued the “Notice on Implementing Special Emission Limits for Air Pollutants in Cities Along the Beijing–Tianjin–Hebei Air Pollution Transmission Corridor.” The notice stipulates that the 28 cities along this corridor will be required to comply with the special emission limits for air pollutants starting in 2018.

I. Implementation Region

Administrative regions of cities along the Beijing–Tianjin–Hebei atmospheric pollution transmission corridor, abbreviated as “2+26” cities.

II. Industry and Timeframe of Implementation

(1) New Projects

1. For industries and boilers for which the national emission standards have already specified special emission limits for air pollutants, newly approved environmental impact assessment projects shall comply with these special emission limits effective March 1, 2018.

2. For industries for which the current national emission standards do not specify special emission limits for air pollutants, once the relevant emission standards have been formulated, revised, or amended, newly accepted environmental impact assessment projects shall comply with the corresponding special emission limits for air pollutants, with the effective date aligned with the implementation date of the emission standard or the date of publication of the standard amendment.

3. Where local regulations impose stricter emission control requirements, such requirements shall be complied with.
