Analysis of the Current Development Status of China’s Electrolytic Aluminum Industry in 2017 and Forecast of Future Prospects

Concerns over carbon supply shortages threaten the ramp-up of primary aluminum production capacity.
Prebaked anodes are likewise subject to production restrictions during the “2+26” heating season. Under the regulations, carbon‑producing enterprises that fail to meet the special emission limits must shut down entirely, while those that comply are required to cut output by at least 50%, calculated on a per‑production‑line basis. The geographic distribution of prebaked anode capacity closely mirrors that of electrolytic aluminum capacity. To reduce procurement costs and increase self‑sufficiency, electrolytic aluminum producers have been expanding their own ancillary capacity; in 2017, such supporting capacity accounted for 57.5% of total demand. The “2+26” policy effectively covers virtually all prebaked anode producers in Henan and Shandong provinces. The total prebaked anode production capacity affected by the “2+26” initiative amounts to approximately 10.71 million tonnes, representing 45.2% of the national total, with self‑supplied anode capacity totaling 1.25 million tonnes—a relatively small share.
