The Action Plan for Cultivating Leading Enterprises in Henan’s Manufacturing Sector (2022–2025) Has Been Issued.

On May 27, the General Office of the People’s Government of Henan Province issued the “Henan Province Action Plan for Cultivating Leading Enterprises in the Manufacturing Sector (2022–2025)” (hereinafter referred to as the “Plan”), which sets out the cultivation objectives, key tasks, and supporting measures.
With regard to cultivation objectives, the Plan sets forth that by 2025, it will strive to designate a cohort of leading enterprises among traditional industries with an output value exceeding RMB 3 billion, emerging industries with an output value above RMB 1 billion, and future‑oriented industries with an output value surpassing RMB 100 million, thereby forming a tiered cluster of high‑quality enterprises at the ten‑billion, hundred‑billion, and trillion‑yuan levels. The plan also aims to add 2–3 enterprises valued at over RMB 100 billion, approximately 20 enterprises in the tens‑of‑billions range, and more than 100 emerging enterprises each with revenues exceeding RMB 1 billion, while fostering integrated development among over 5,000 specialized, refined, distinctive, and innovative SMEs. This effort will give rise to a number of industrial clusters and modernized industrial chains worth hundreds of billions of yuan, significantly enhancing the driving force of these clusters and chains.
Meanwhile, the Plan sets forth 12 key tasks across four areas: enhancing enterprises’ innovation leadership, strengthening their core competitiveness, boosting the cluster‑and‑supply‑chain driving force, and reinforcing support for enterprise growth.
