The nonferrous metals industry is complex, with a wide variety of processes and a large number of pollution‑generating factors. In recent years, pollutant emissions per unit of output have shown a declining trend; however, the rapid growth in the production of heavy nonferrous metals has kept the total volume of pollutant emissions relatively high.
The pollutant factors permitted for discharge under this standard are defined as particulate matter, sulfur dioxide, chemical oxygen demand, nitrogen oxides, and ammonia nitrogen, which are subject to national control. 5 This pollutant, while heavy nonferrous metals (lead, zinc, copper, nickel, cobalt, tin, antimony, and mercury) are supplemented with mercury, cadmium, lead, and arsenic. 4 Heavy metals are designated as permitted pollutant discharge factors, while fluoride is added as a permitted pollutant discharge factor for electrolytic aluminum production in the nonferrous metals sector. Where local authorities have environmental quality improvement objectives, they may, as needed, broaden the scope of pollutants subject to permitted emission limits in the nonferrous metals industry.
