Recently, the State Council issued the “Action Plan for Peaking Carbon Emissions Before 2030.” The Plan, in line with the CPC Central Committee and the State Council’s major strategic decisions on achieving carbon peaking and carbon neutrality, and in accordance with the requirements set forth in the “Opinions of the CPC Central Committee and the State Council on Fully, Accurately, and Comprehensively Implementing the New Development Philosophy and Doing a Good Job in Carbon Peaking and Carbon Neutrality,” focuses on the goal of reaching peak carbon emissions by 2030 and lays out an overall framework for advancing efforts to achieve this target.
The Plan emphasizes adherence to the guiding principles of “overall planning and tailored measures, systematic advancement and targeted breakthroughs, dual‑engine drive and coordinated efforts, as well as prudent, orderly, and safe carbon reduction.” It calls for strengthening top‑level design and cross‑sectoral coordination, enhancing the systemic and synergistic nature of policies, better leveraging the role of government while fully harnessing market mechanisms, and upholding the principle of establishing new frameworks before dismantling old ones. With national energy security and economic development as the bottom line, the Plan seeks to facilitate a smooth transition toward low‑carbon energy, advance carbon‑peak initiatives in a steady, orderly, and gradual manner, and ensure safe and effective carbon reduction. The Plan sets out key targets, including increasing the share of non‑fossil energy consumption, improving energy efficiency, and reducing carbon dioxide emission intensity.
The Plan calls for integrating carbon peaking into every aspect and stage of economic and social development, with a focus on implementing ten key initiatives: the green and low‑carbon energy transition; energy conservation, carbon reduction, and efficiency enhancement; carbon peaking in the industrial sector; carbon peaking in urban and rural development; green and low‑carbon transportation; circular economy–driven carbon reduction; innovation in green and low‑carbon technologies; strengthening and enhancing carbon sink capacity; nationwide green and low‑carbon action; and regionally phased and orderly carbon peaking. In addition, it outlines corresponding measures to promote international cooperation and reinforce policy support.
The Plan notes that industry is one of the primary sectors responsible for carbon emissions and plays a crucial role in achieving the nation’s overall carbon peak. The industrial sector must accelerate its green and low‑carbon transformation and pursue high‑quality development, striving to reach carbon peak ahead of schedule. Efforts should be made to promote carbon peaking in the nonferrous metals industry, consolidate progress in addressing excess electrolytic aluminum capacity, and strictly enforce capacity‑replacement policies. Strictly control the addition of new production capacity. Promote the substitution of clean energy and increase the share of hydropower, wind power, solar power, and other renewable sources in the energy mix. Accelerate the development of the secondary nonferrous metals industry, improve the network for the collection, sorting, and processing of scrap nonferrous metals, and boost the output of recycled nonferrous metals. Speed up the adoption and application of advanced, appropriate green and low‑carbon technologies, enhance waste heat recovery in nonferrous metal production processes, and drive a sustained reduction in energy consumption per unit of product.
