The Ministry of Industry and Information Technology has set a deadline for phasing out outdated production processes and equipment that cause severe environmental pollution.

Recently, the Ministry of Industry and Information Technology of the People’s Republic of China issued an announcement stating that, in order to implement the Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, accelerate the phasing out of outdated production processes and equipment that generate serious environmental pollution, and continuously enhance the level of green industrial development, it is hereby promulgating the “Catalogue of Outdated Production Processes and Equipment for Industrial Solid Waste That Severely Pollute the Environment,” which shall take effect as of January 1, 2022. The catalogue for the nonferrous metals industry is set out below:
1. Zinc smelting or zinc oxide production equipment employing outdated methods, such as muffle furnaces, pit furnaces, and horizontal retorts for roasting, along with rudimentary condensation systems for dust collection;
2. Vertical retort zinc smelting process and equipment (as of December 31, 2025);
3. Mercury is refined using outdated methods such as iron pots and earthen stoves, distillation stills, crucible furnaces, and simple condensation‑dust‑collection systems.
4. Process equipment employing outdated methods such as roasting in pit furnaces or crucible furnaces, and dust collection using simple condensation systems, for the production of arsenic oxide or metallic arsenic;
5. Aluminum self-baking electrolytic cells and prebaked cells with a capacity of 160 kA or less;
6. Copper smelting processes and equipment for blast furnaces, electric furnaces, and reverberatory furnaces;
7. Direct-fired reverberatory furnaces are used in the production of secondary nonferrous metals;
8. Smelting antimony using outdated methods such as pit furnaces, crucible furnaces, and Hirsch furnaces;
9. Lead smelting processes and equipment that employ outdated methods such as sintering pots, sintering pans, and rudimentary blast furnaces;
10. Processes and equipment for smelting recycled aluminum alloys and recycled lead using a crucible furnace;
11. Sintering–blast furnace lead smelting process;
12. Heap leaching and pond leaching processes for ion-absorption rare earth ores;
13. A single-stage fixed-bed coal gasifier for the nonferrous metals industry.
Note: The year in parentheses after each entry indicates the phase-out deadline, which is December 2023. “December 31” refers to items that should be phased out by December 31, 2023; the same applies to other categories. Entries without a specified phase-out deadline indicate that such items have been explicitly prohibited or are subject to immediate phase-out under national industrial policies.
