Shanxi Province is encouraging “electricity–metallurgy joint ventures” to build a domestic base for the deep processing of nonferrous metals.

The Shanxi Provincial Government recently issued the “Implementation Plan of Shanxi Province for Fostering a Favorable Market Environment to Promote Structural Adjustment, Transformation, and Enhanced Efficiency in the Nonferrous Metals Industry,” which explicitly calls for deepening power‑sector reform, encouraging integrated power‑metallurgy operations, vigorously developing advanced processing of aluminum, magnesium, and copper, and establishing the province as a major domestic base for the deep processing of nonferrous metals.
The Implementation Plan states that the nonferrous metals industry is Shanxi’s foundational raw materials sector with the greatest development potential. However, constrained by overcapacity, technological limitations, and resource‑environmental challenges on one hand, and by weak prices and rising costs on the other, Shanxi’s nonferrous metals industry urgently requires structural adjustment.
Going forward, Shanxi will strictly control the addition of new nonferrous‑metal production capacity, accelerate the phase‑out of excess capacity, and encourage enterprises to proactively reduce existing capacity. It will also promote cross‑industry, cross‑regional, and cross‑ownership mergers and restructurings to retire a portion of low‑efficiency capacity. At the same time, the province will strengthen technological innovation, focusing on sectors such as automotive, shipbuilding, offshore engineering, aerospace, and defense technology, to develop advanced deep‑processing capabilities, implement technological upgrades, and further refine and extend its industrial value chain.
The Implementation Plan states that, in the aluminum sector, leading aluminum enterprises are encouraged to undertake joint restructuring with coal and power companies, leveraging capital and industrial-chain linkages to establish an integrated value chain spanning bauxite–alumina–primary aluminum–advanced aluminum processing. In the magnesium sector, the Zhongtiaoshan Nonferrous Metals Group is supported in entering the magnesium industry, while leading firms are urged to enhance their capabilities in developing new alloys and advancing downstream processing. As for the copper sector, the focus is on bolstering advanced copper-processing capacity and developing high‑tech, high‑value‑added copper products.
To this end, Shanxi will refine policy support in areas such as land use and electricity consumption. Land allocated for production capacity that has been phased out may be transferred in accordance with the law or reclaimed by local governments; industrial land released following capacity reduction may, subject to compliance with urban–rural planning and environmental protection requirements, be repurposed for the development of the tertiary sector. Revenue from land transfers collected by local governments may, as prescribed, be allocated through the budget to support workforce resettlement, debt resolution, and enterprise development. Meanwhile, the province will promote direct‑supply electricity trading and the construction of corporate‑owned power plants or regional grid infrastructure, continue to implement differentiated electricity pricing policies, and encourage integrated electric‑metallurgical operations.
